Bougainville SOE Update: Supplementary Order #11: Travelling into Bougainville by air

The Bougainville Emergency Controller and Chief of Bougainville Police Service has issued the following Supplementary Orders #11 on travelling into Bougainville by air:

1. Supplementary order #8 is revoked and Supplementary order #9 is reviewed and the following orders take effect immediately:

a. It is compulsory that all intending travellers into Bougainville who show and are confirmed by a medical practitioner to have Influenza Like Illnesses (ILI) and Severe Acute Respiratory Infection (SARI), shall undergo a GeneXpert test or Polymerase Chain Reaction (PCR) test, 48 to 72 hours before departing their point of origin;
b. It is compulsory that all intending travellers into Bougainville are to obtain a quarantine medical clearance certificate; 48 to 72 hours before departing their port of origin;
c. The quarantine medical clearance certificate shall be surrendered upon check-in time with the airline carrier, with an approval letter from the Bougainville SOE Controller;
d. A passenger who fails to produce these mandatory documents, be immediately denied check-in and boarding;
e. Travellers will undergo a mandatory clinical/medical examination and sample collection at the port of arrival.

2. An airline operator shall operate a weekly (1) Regular Passenger Transport (RPT) flight into Buka Airport;

3. Additional Regular Passenger Transport (RPT) flights including freighter, charter and medevac shall only be operated upon prior approval from the Bougainville SOE Controller.

4. All travellers into Bougainville shall comply with the following orders:

a. It is mandatory for inbound and outbound travellers to obtain prior approval from the Bougainville SOE Controller
b. Travel is restricted for essential travels only as listed in Schedule 1;
c. Inbound passengers, upon arrival at Buka Airport, are required to undergo the routine quarantine checks and surrender quarantine medical clearance certificate, approval letter and health surveillance form/health declaration form, as per the SOE Standard Operating Procedure;
d. All travellers will undergo a 14-day quarantine period in Buka;
e. Travellers are to self-fund their quarantine period;
f. International travellers are required to undergo a full 14-days quarantine at a designated hotel or alternative in Port Moresby. A valid medical clearance certificate shall be produced upon entry into Bougainville;
g. The Bougainville SOE shall continue to regulate and enforce air travel requirements and the COVID-19 Standard Operating Procedure, implemented by the National Airports Corporation (NAC)

These orders supersedes all previous orders and shall continue where it is inconsistent or if it is conflict with other orders, these orders shall prevail and where this Order is silent on a particular matter, the prevailing order applies.

This emergency order is effective as of 14 August 2020.

-students returning to their usual place of residence or returning to their educational institution (one way ticket be issued);

-essential services;

-essential business travel;

-medical referral;

-medevac

-emergency travel, including but not limited to repatriation of human remains
