ABG receives full HR powers

ABG Department of Personnel Management and Administrative Services witnessed the drawdown of remaining powers and functions from the National Department of Personnel Management today.

This occasion marked the formal handover of the full transfer of remaining Human Resource Management functions to the Bougainville Public Service as part of fulfilling the Sharp Agreement signed by the two governments in February this year.

National Minister for the Department of Personnel Management Honorable Joe Sungi in delivering his keynote address at the occasion said he was privileged to witness the historic event and challenged the Bougainville Public Service to take ownership and deliver.

“This is another milestone achieved for Bougainville Public Service, however, it comes with its own responsibilities which you must take heed of. The full transfer of powers is like a vehicle given to you, I encourage you to use this powers and functions to care for your public servants in Bougainville for prosperity in the public service journey," he said.

The ABG Minister for Personnel Management and Administrative Services Honorable Carlos Kaetavara acknowledged the National Government for fulfilling the Sharp Agreement in finally transferring the powers and functions, however, it meant achieving greater efficiencies.

“The transfer of powers and functions means achieving greater efficiencies and I think we have no excuses when these powers are drawn down to us,” he said.

He added that with great power come greater responsibility and the Bougainville Public Service was now challenged that the transferred powers and functions are performed to expectations.

This drawdown of powers and functions is the second for this year since the Sharp agreement in February; the first was the drawdown of powers and functions from the National Department of Lands.
