Regional Pandemic Controller issues Supplementary Measures

I, Clement Totavun, Secretary for Health and delegated Regional Pandemic Controller by the Chief Secretary under Section 14 and Section 56 (c), of the Bougainville Public Service (Management and Administration) Act 2014, the Pandemic Act 2020, and other enabling powers, hereby issue the following Supplementary Measures #6 in response to the surge in COVID-19 and transmission of delta variant in other provinces.

  1. The Buka Airport will be the main entry and exit point for the Autonomous Region of Bougainville. Aropa Airport will be closed and will remain closed until further notice.
  2. Passengers travelling to the Autonomous Region of Bougainville, and have been vaccinated, must provide a valid vaccination card at the check-in points of departure. Vaccinated passengers will be tested for COVID-19 if they show signs and symptoms on arrival.
  3. Entry into Bougainville through the coastal islands of Nissan and Atolls is prohibited. This entry restriction will remain in force until further notice.
  4. All night clubs operating in Buka, Arawa and Buin Towns will be closed until advised in writing by the Regional Controller to reopen for business.
  5. All gambling sites in Buka, Arawa and Buin will be closed until advised in writing by the Regional Controller to reopen for business.
  6. All other measures issued by the National Pandemic Controller remains in force until amended in writing by the National Controller.
  7. All other measure already issued by the Regional Pandemic Controller remains in force until amended in writing by the Regional Controller.
  8. The Town Managers and Health Authorities are responsible for enforcing these measures with support from the Bougainville Police Service.

These measures come into effect on Monday 18th October 2021, and continue in force during the period of the pandemic or as amended in writing by the Regional Controller.
