Resolutions agreed at the pre-joint supervisory body meeting

RESOLUTION ON THE OCCASION OF A PRELIMINARY MEETING OF THE JOINT SUPERVISORY BODY HEADS OF GOVERNMENT – PRIME MINISTER OF GOVERNMENT OF PAPUA NEW GUINEA HONOURABLE JAMES MARAPE AND PRESIDENT OF THE AUTONOMOUS BOUGAINVILLE GOVERNMENT HONOURABLE ISHMAEL TOROAMA. 9TH NOVEMBER 2020, SIR MANASUPE BUILDING

In appreciation of the joint political dialogue held today and acknowledging that the discussions were held in a truly open and genuine spirit of Melanesian culture, we jointly endorse;

  • That the JSB will be held in the week of November 30, 2020.
  • That the JSB will be hosted at Kokopo, ENB.
  • That the ABG provide in writing to the Prime Minister’s Office, the list of issues for GoPNG response at the upcoming Kokopo JSB.
  • That the Post Referendum Consultations process Framework be accorded a day of its own within the window of the scheduled JSB Meetings.

We, the leaders to this meeting, endorse the following Agendas for the Kokopo JSB;

The agendas are;

1. Post Referendum

  • Joint Inter-Government Consultations process Framework;
  • Joint Consultation Body to Joint Supervisory Body;
  • BPA to be discussed in terms of its purpose after the Referendum Joint consultation timeframe;
  • Joint consultation structures;

-National Consultation team
-Joint Secretariat to the consultations

  • Moderator;
  • Ratification;

2. Financial Issues;

Outstanding RDG Arrears;

  • K100 million GoPNG PM’s Commitment per year for 10 year
  • PM’s One line Budget item Commitment;

3. Bougainville Economic & Investment Summit

4. Tax Initiatives;

5. Fisheries Matters;

  • Fisheries Revenue benefit sharing:
  • NFA/ABG Capacity Building MOU;

6. Transfer of BCL Shares to ABG;

7. SME Funding

  • Clarity
  • Guidelines

8. Transfer of Powers & Functions Matters;

  • Implementation Constraints with the current Drawn–Down of Powers and Functions;
  • Remaining Section 290 Powers and Functions;

9. National Elections Outstanding of K5 million (2012 and 2017);

10. By-Election for AROB Regional seat;

11. Invitation for Foreign Missions in PNG including Japan, EU, China, US, Indonesia, Solomon Islands and others, to establish their offices in Bougainville.
