Minister Kaetavara outlines immediate tasks

Newly sworn-in Minister for Public Service Hon. Emmanuel Carlos Kaetavara says the Bougainville bureaucratic mechanism must be established to best serve the future administrative requirements of the independent state of Bougainville.

Minister Kaetavara made this statement during his swearing-in ceremony today in Buka.

“My ministry is positioned quite strategically, as well as one of the leading institutions central to the Bougainville Independence Mission,” he said.  

“I believe that while we are making progress, the administration has been in a state of doldrums, we look to improve that. We will continue to consult internally across all departments and assess and address all internal administrative issues as best as we can,” he added.

Minister Kaetavara outlined some of his Ministry’s immediate tasks including:  

  • Completion of all audits
  • Address all outstanding Department issues
  • Design of a streamlined, cost-efficient mechanism for the Bougainville administration
  • Clear demarcation of programming and operational matters
  • Strong monitoring and evaluation mechanism that ensures all programs are delivered efficiently

He further added that his Ministry must also reach a decision on the location of the political and administrative capital of Bougainville.

“This is part of the independence mission and it must be pushed forward,” he said.

“We must also develop and execute a master-plan for the political and administrative capital of Bougainville and this must be done within the term of this House.”

While there has been two public service restructures done over the years, Minister Kaetavara says there is room for improvement.

“A lot needs to be done to ensure that ethics within the public service are upheld, management of time, little details that ensure that the efficiency of the public administration is ensured,” he said.

“We must also look at capacity, up scaling for all departments, for all staff, to look at a bureaucratic mechanism that has personnel that are multi-skilled to ensure efficiency within the workforce.”

He further called on all Ministers and Department heads to work closely with each other to ensure that the priorities of the Bougainville Independence Mission are achieved on time.

“We must lead the way and exemplify consistency, discipline and efficacy and ensure that the government is unified in its approach,” he said. 

He acknowledged the former Minister for his efforts in the last nine months and also thanked President Toroama for the confidence shown in him as a young leader.
