Plans to establish Bougainville’s law and justice sector underway

Senior leaders from Papua New Guinea and Bougainville’s Law and Justice Sectors have reached joint resolutions after a consultation meeting held to discuss the establishment of Bougainville’s own law and justice sector.

A senior delegation from the law and justice sector’s National Coordinating Mechanism (NCM) visited Bougainville this week led by Attorney-General and Secretary for Justice Dr Eric Kwa, and met with the Bougainville Law and Justice Team led by ABG Secretary for Justice and Principle Legal Adviser Kearnneth Nanei.

A key resolution of the meeting was the agreement reached for both parties to work in close collaboration to advance the Shaping Bougainville Justice project to establish a distinctive law and justice services for Bougainville.

“This week’s successful visit by the NCM delegation is part of developing the necessary legislation and policy for establishing Bougainville’s own law and justice sector,” said Secretary Nanei.

“The Bougainville law and Justice Coordinating Mechanism will work closely with the NCM to develop transitional plans for the national law and justice agencies currently operating in Bougainville, as they move into becoming Bougainville law and justice agencies as provided under the Bougainville Constitution.”

Moving forward, the transitional plans will focus on three main work streams including:

  • Justice administration (including Ombudsman Commission)
  • Police and Correctional Services
  • Bougainville Judiciary

The Shaping Bougainville Justice project was endorsed by the Bougainville Executive Council and is now being implemented through the lead agency which is the ABG Department of Justice.
